THE FOLLOWING RESOLUTIONS WERE UNANIMOUSLY ADOPTED AT A
CONFERENCE HELD AT CAXTON HALL, WESTMINSTER, ON 24th APRIL, 1912,

This Conference welcomes the Agreement of the Powers repre- sented at the International Opium Conference of the Hague as to the necessity
(a) of suppressing the manufacture, internal trade, and
use of Prepared Opium" of opium in the East),
(the ordinary preparation
(b) and also of limiting the manufacture, sale and use of medicinal opium, morphine, o caine, etc., to medical and legitimate use.
This Conference resolves to use its best endeavours to secure effective legislation throughout the British Dominions and Protectorates:
(a) For the suppression of the manufacture, internal trade and use of opium in its illegitimate forms, as defined by the International Opium Conference at the Hague :
(b) and for the limitation of the manufacture, sale
and use of this and kindred drugs (such as morphine and cocaine) to medical use under effective control.
In view of the immensity of the evil that has constantly resulted in the past from endeavours to make revenue out of the trade in opium, it is urged that on no account should the State allow the Public Treasury to benefit by the continu- ation of this and kindred trades, which, except, as they contribute to medicinal purposes, must ever be a source of national suffering and loss.
